What does the “Elle est bonne Marion” meme mean?

Where does the “Elle est bonne Marion” meme come from?
The clip comes from the show Le Grand Journal on Canal+, aired in April 2015. Rapper Kaaris answered a question about Marine Le Pen. Asked what he would do if she became president, he mentioned Marion Maréchal-Le Pen, the candidate's niece. He stated he wanted to "try to grab Marion" before adding: "She's beautiful Marion, she's good." This shocking response was widely shared by online press starting April 18, 2015. The video spread rapidly on social media. The meme originated from twisting these exact words to comment on any situation where a man admits carnal desire for a woman named Marion.
