What does the “Deutschland-Geschwindigkeit” meme mean?

Where does the “Deutschland-Geschwindigkeit” meme come from?
In 2022, amid the energy crisis following the war in Ukraine, federal chancellor Olaf Scholz promised that Germany would now build its essential infrastructure, notably liquefied gas terminals, at an unprecedented pace he dubbed “Germany speed”. The phrase, picked up by the media to praise the genuine speed of some of these projects, quickly turned into an ironic expression as soon as other major German projects, notably in transport or digital infrastructure, kept piling up delays. It has since stayed tied to this double meaning, between a promise kept on some fronts and widespread mockery of German administrative slowness.
