It is used to mock any situation where a formal rule outweighs substance, often in the face of an official or form seen as excessively nitpicky.
Where does the “Nicht laminiert, nicht gültig” meme come from?
The "Nicht laminiert, nicht gültig" meme circulates in German-speaking internet culture, playing on the reputation of German administration for formalism and its attachment to documents in perfect condition. The phrase twists a real requirement, sometimes encountered for certain official papers (cards, certificates), into an absolute and absurd rule applied to any document, exaggerating its nitpicky nature to the point of caricature.
