What does the “Zürich ist eine saubere Stadt” meme mean?

People use it to comment, with exaggerated admiration, on a particularly clean or tidy place, or to gently tease an obvious remark presented as a revelation.
Where does the “Zürich ist eine saubere Stadt” meme come from?
The line “Zürich ist eine saubere Stadt” comes from a German streaming moment where the cleanliness of the Swiss city of Zürich was remarked upon in a tone that amused viewers, somewhere between serious and genuinely surprised. Zürich does have a real reputation as a particularly clean, well-kept Swiss city, which gives the remark a grain of truth that makes the joke land harder.
