“Fei Yu-ching” meme: meaning, origin and common card

What does the “Fei Yu-ching” meme mean?

The words “xue hua piao piao”, roughly “snowflakes drift about”, open the song and ended up naming the meme itself. The meme blends real admiration with plain delight.
