The line highlights the absurdity of comparing a psychoactive substance to an ordinary vegetable, an image originally chosen to downplay cannabis but that mostly landed as funny because of how mismatched it sounded. People use it to mock any argument that trivializes a serious topic with a comparison that is too simple or poorly chosen, well beyond the original drug debate. The tone stays light — it is less about attacking a political stance than pointing out the silliness of a clumsy image.
