What does the “Gabibbo’s Head-First Fall” meme mean?

Where does the “Gabibbo’s Head-First Fall” meme come from?
Gabibbo is the mascot of Striscia la Notizia, a satirical news-parody show created by Antonio Ricci and airing on Canale 5 since the late 1980s. Several performers have worn the costume over the decades, including Gero Caldarelli for many years before Rocco Gaudimonte took over the role. A segment showing the puppet's head jerk backward after a hit was clipped out of its original broadcast context and spread on its own as a comic reaction image.
