Where does the “Peter Pettigrew” meme come from?
As for the character, Wikipedia describes Peter Pettigrew, called Pettigrow in French and nicknamed Wormtail, as a wizard born in 1960. He belongs to the Marauders, the friend group formed with James Potter, Sirius Black and Remus Lupin. He betrays the Potters by feeding information to Voldemort, then fakes his death in 1981 and hides for twelve years as a rat, adopted by the Weasleys under the name Scabbers. In the films he is played by Timothy Spall. The lookalike, according to the card, was seen in a PMU in Marseille: it is that bar-counter backdrop, against a fairy-tale villain, that feeds the joke.
