What does the “Either her or me” meme mean?

Where does the “Either her or me” meme come from?
The phrase originates from the French presidential runoff debate on May 3, 2017, between Marine Le Pen and Emmanuel Macron, broadcast on TF1. Le Pen stated: "Anyway, France will be led by a woman: it will be me or Madame Merkel." Angela Merkel, then German Chancellor, was portrayed as an influential figure in European politics. The remark criticized Macron, accusing him of following Berlin's directives. While the exact origin of the meme (creator, platform, date) remains undocumented, it spread rapidly through video clips and news articles in May 2017.
