“Tant mieux elle est pas noir” meme: meaning, origin and common card

What does the “Tant mieux elle est pas noir” meme mean?

When quoted online, it mostly labels an out-of-place remark, dropped without a filter and with no sense of how it lands. Using it is sensitive, because the remark itself is discriminatory and is not an opinion to share. It turns up mostly in comments on the clip, as a way of naming this kind of comment.
