Where does the “Floating Filipino Government Officials” meme come from?
The meme stems from a photo published on September 28, 2011, by the Department of Public Works and Highways (DPWH) following Typhoon Pedring (Nesat). It showed Romeo Momo, Reynaldo Tagudando, and Mikunug Macud inspecting damage on Roxas Boulevard. The image was poorly composed, making the men appear to float above the seawall. A public relations officer admitted it was an internal layout error posted by mistake. Critics and bloggers quickly spotted the anomaly.
