“Oussama Ammar” meme: meaning, origin and rare card

What does the “Oussama Ammar” meme mean?

People use it to comment on a story too good to be true, an upbeat start-up pitch or an anecdote they doubt. It targets a speaking style, that of the charismatic conference speaker, rather than a precise accusation.
