It captures the humor of someone attempting to appear intimidating while remaining entirely out of touch with the actual value of things.
Where does the “Dr. Evil” meme come from?
The visual and quote come directly from the comedy film *Austin Powers: International Man of Mystery*, released on May 2, 1997. Actor Mike Myers plays the villainous Dr. Evil, who devises a plot to hold the globe hostage with a nuclear warhead in exchange for one million dollars. Having been cryogenically frozen since the 1960s, the character fails to grasp economic inflation, forcing his subordinate to point out the inadequacy of the sum until he raises the demand to one hundred billion dollars. Following its 1997 theatrical debut, the joke circulated widely among audiences and subsequently transitioned into enduring internet lore.
