What does the “Hue Cannabis!” meme mean?

Where does the “Hue Cannabis!” meme come from?
Asterix & Obelix: Mission Cleopatra is an Alain Chabat film released in France on 30 January 2002. Jamel Debbouze plays Numérobis, the Egyptian architect whom Cleopatra orders to build a palace in three months or be fed to crocodiles. Chabat wrote the role with Debbouze in mind. The line “Hue Cannabis!” comes from a scene where Numérobis urges Cannabis forward. Internet users posted the clip on YouTube in the mid-2000s, and the phrase settled into the film's quote repertoire, getting remixes such as a Lord of the Rings edit.
