What does the “Il a eu 0/20” meme mean?

French marks run from 0 to 20, which gives the phrase an instant classroom feel. People use it to comment on an absurd answer, a botched plan, a take that is wrong about everything, or to tease a friend who missed the joke. The tone is dry and teasing.
Where does the “Il a eu 0/20” meme come from?
The card sums up the situation in three words: he understood nothing. The expression draws on French school vocabulary, where work is graded out of 20 and a flat zero marks total failure. It lives in replies, captions and messages between friends as an ironic verdict on a flop.
