Where does the “Terrence and Phillip” meme come from?

Their fame grew through dedicated special episodes, notably 'Terrance and Phillip in Not Without My Anus' aired on April 1, 1998, and 'Terrance and Phillip: Behind the Blow' on July 18, 2001.
