What does the “Look Who’s Back!” meme mean?

Where does the “Look Who’s Back!” meme come from?
The phrase was already used by blogger Hugo Gloss since 2015, mostly on Snapchat, to comment on the telenovela 'Verdades Secretas', but it had no reach outside that circle. In 2016, during the third week of Big Brother Brasil 16, contestant Ana Paula Renault faced a fake 'paredão' (eviction vote) against her ally Ronan, after Alan withdrew. Coming down the stairs after her fake elimination, she woke up housemates Juliana and Adélia by shouting 'olha eeela!'. The scene, aired on free-to-air TV, spread the phrase nationwide, trended as a hashtag and spawned an image macro with the caption laid over the shot of her return.
