What does the “Potracheno” meme mean?

Where does the “Potracheno” meme come from?
The Grand Theft Auto series flashes “Wasted” when the character dies. San Andreas, developed by Rockstar North and published by Rockstar Games, is the fifth instalment in the series. Russian pirate publishers released their own translated build in which the word came out as “Potratcheno”, literally “spent in vain”. Players adopted it for its absurd flavour, passing it around in screenshots, videos and comments that now quote it as a ready-made line for failure.
