Where does the “Double the Target” meme come from?
In July 2015, Dilma Rousseff was talking about places in the Pronatec Aprendiz program. She said: "We will not set a target. We will leave it open. When we reach a target, we double the target." The line spread across social media as an example of twisted reasoning. In August 2015, the speaker of the Chamber of Deputies, Eduardo Cunha, repeated it with irony at a talk, saying first you hit the target, then you double it.
