What does the “See That, Ivair?” meme mean?

Where does the “See That, Ivair?” meme come from?
In 2014, engineering student Eduardo Pimentel, from the Federal University of Santa Catarina, missed calls from his father Ivair because he was listening to a podcast with his phone on silent. His mother scolded him in the family WhatsApp group and, annoyed, told her husband: "Percebe, Ivair, a petulância do cavalo" (roughly, "Notice, Ivair, the insolence of the horse"). Eduardo screenshotted the conversation and posted it on Twitter, but the post did not take off right away; he tried again in August 2015, with no more success. The line only exploded in March 2016, after the Facebook page "Barroca, Inovadora e Vanguardista" started posting memes pairing the quote with photos of horses in odd situations, turning the text into a template anyone could reuse.
- 2014Eduardo Pimentel's mother writes the line in the family group chat after he misses his father's calls.
- 2016The Barroca, Inovadora e Vanguardista Facebook page posts memes with the line, and it becomes popular online.
